Cooperation agreements

As part of its international activity, Anses-ANMV has developed a policy of sharing its expertise and experience in its fields of competence with a view to assisting the development of third countries. The signing of cooperation agreements with competent foreign authorities thus allows for international outreach and recognition of French expertise. This activity is included in the ISO 9001 certification field of the Anses.
 

Signature of a cooperation agreement in the field of veterinary medicinal product with IVDC - Technical memorandum of understanding (PDF) and extension of the technical memorandum of understanding (PDF).

On 17 November 2010, a technical memorandum of understanding was signed between Anses-ANMV and the Chinese Veterinary Medicines Control Institute (IVDC), organising a training programme, either in Beijing or Fougères in the various fields of veterinary medicinal product activities. A meeting is planned annually between the two directorates in order to take stock of the actions carried out and to provide for the following. This agreement was renewed in 2015 and then in 2020. Cooperation is continuing with a work programme drawn up for the next five years, in particular in the field of antibiotic resistance, counterfeiting and the evaluation of MA dossiers.

Many training courses took place either in France or in China during these years of cooperation. The training covered topics such as the evaluation of MA applications for immunological veterinary medicinal products, the inspection of veterinary medicinal products manufacturing establishments with modules on good manufacturing practices, for example. The topic of antibiotic resistance was also discussed. More technical subjects such as detection of drugs falsified with Raman spectroscopy, maximum residue limits have also been the subject of training modules, These modules are usually given to 2 or 3 people when a delegation comes to France but the training can take place for dozens of people when it takes place in China as it was the case in 2015 and 2018. 

Latest news - Annual meeting between Anses-ANMV and IVDC - 17 January 2023

The meeting was held in distance for the third year in a row. The Anses-ANMV and the IVDC established at this meeting the work programme for 2023. A presentation was also made by the IVDC on traditional Chinese medicine.

Signature of a cooperation agreement in the field of veterinary medicinal product with SCIVP (Ukraine) - cooperation agreement (PDF) 

On 15 February 2013, Anses-ANMV signed a cooperation agreement with the State Scientific Research Control Institute of Veterinary Preparations and Feed Additives in Ukraine to improve best practices in inspection, management of pharmaceutical establishments, evaluation of marketing authorisation dossiers (MAs), pharmacovigilance and antibiotic resistance in Ukraine.

Since this signature, three seminars have been organised, in Lviv in 2013 and 2017 and in Kiev in 2016, to present good manufacturing practices (GMPs) and the principles of inspection in the European Union. The objective is to continue to raise awareness among industrial and institutional participants on GMP regulations, authorisation to open a manufacturing establishment, GMP inspection system and European GMP requirements.

The relationship between the DLD (Department of Livestock Division of the Ministry of Agriculture and Cooperation of Thailand) and the Anses-ANMV were formalised by the signing of a technical memorandum of understanding (PDF) in September 2015

The DLD has come many times to France at Anses-ANMV for training on medicated feed, autogenous vaccines, detection of counterfeits, herbal medicines. These theoretical trainings were sometimes followed by visits to industrial sites (autogenous vaccines) or other sites in the Anses (Nancy for the rabies vaccine) depending on the topics covered. 

Anses-ANMV is working with other competent authorities to implement new MOUs such as the Saudi Food & Drug Authority (SFDA) in Saudi Arabia. Indeed, after a visit of experts from SFDA (Saudi Arabia) from 24 to 26 February 2020 in Anses-ANMV, a Memorandum of Understanding is currently under consideration.
